Maybe, it likely depends on their discipline. For a nuclear chemistry expert or an ancient language Ph.D., then perhaps, bc there are other things they could do for income. However if you're a feminist dance therapy M.A. or English lit graduate student (i.e., someone with expertise or knowledge of subjects with very little demand), then $28k is a pretty good salary. I'm guessing from the article that they're all paid the same rate regardless their subject, and so there's the rub.
